Duplicating web sites without FTP

What I want to do is copy a small business web site, re-design it and offer it to them for a fee. But, first I need some software to duplicate their site off the internet page-by-page and image-by-image. I know this software exists, but haven't been able to find it. Any suggestions? Offline browsers don't work.
