Flash creator for dummies

I'm wondering which is the best simple tool for a non flash person to create simple flash animated banners?
I want to create something like the header on this page: http://www.forsthofgut.at/en/

There are a few Flash alternatives (http://www.websitetoolshed.com/flash_software.htm)... simpler, but some can handle banners OK.

Your best bet is to simply learn Flash, or alternatively you could try SWiSH (http://www.swishzone.com).

you could theoretically create that banner using html and javascript without the fades...right?
