Help with a graphic.....did I post this in the right place??

Hello. Is there anyone that could help me make a graphic. What I'm trying to get is something like the one at http://www.d2xl.com/index2.html the top image. It's really neat, so can anyone help me that has experience with Adobe Photoshop 5.5?
