I'm just wondering, how long does it take to get PageRank and how can we get a higher PageRank?

It can take months. There is no set schedule from google.

The way you increase it depends on many different factors but the most effective way is to get links back to your web site from sites with a high page rank and similar content.

Basicly you get higher PageRank the more (quality preferred) backlinks you have

PR is rewarded for a quality site. The rank is determined by 1000's of algorithms, so a variety of strategies can help. I wrote a piece comparing restaurants to websites and what keeps people coming back. Here's the "menu" for search engine optimization in the analogy that I wrote:

Popular Appetizers for SEO (not critical, just nice to have)

1. DOCTYPE Statement
2. Proper HTML Code
3. META Description
4. META Key Words

The Main Menu to Feed Search Engines (very important)

1. Keywords in the Page Title
2. Keywords in the H Tags
3. The Age of Your WWW Domain
4. The Size of Your Website
5. Backlinks (inbound links to your pages)
6. Keywords in Text Links
7. High Quality, Original Content

Dessert Menu for SEO (nice additions)

1. XML Sitemaps for Google and TXT for Yahoo
2. A Weblog, or Blog
3. A Forum for Your Niche
4. Related Articles

View the list and compare to what factors you have included in your site. Keywords are fairly meaningless to Google, but I included them because the other top SE's do use them to determine your site theme.

P.S. The tutor site is PR4. The other returned "page not found". You may want a custom 404 error page for your site that provides links to current pages which gives you a second chance to keep visitors around.

It usually takes at least three full months for all of your inbound links to be calculated and counted as backlinks. Google's PageRank is calculated based on the relevancy, quantity and quality of your inbound links.But ranking on Google also depends of how old is domain.
