banner exchange code (not pay) - HTML Forums

i was wondering if someone could send me a really really simple (free) code that could help me start up a fairly small (15 or so) random ad banner exchange program (like a webring, but you know, more like a ad banner exchange) - but nothing to do with "pay per click" or whatnot.
In the simplist format? I tried to do a goodle search and there were all these files with weird endings.. i just got lost. Woe is me

You didn't mention which coding language you wanted to use so I assumed you wanted PHP, if this is not the case please let me know.
